What is the Mill Levy extension ballot measure?
The funding that Garfield County voters approved to expand, improve, and operate all six Garfield County Public Libraries in 2006 is set to expire in 2027. To continue library maintenance and operations without increasing the tax rate, the Garfield County Public Library District (GCPLD) Board of Trustees has voted to place a 1 mill levy extension measure on the ballot in November.
PROTECT LOCAL FUNDING NEEDED FOR LIBRARY STAFF & OPERATIONS
VOTE YES to SUPPORT LOCAL FUNDING MEASURE TO MAINTAIN OUR LIBRARIES WITHOUT INCREASING THE TAX RATE
FUNDING FROM THIS BALLOT MEASURE WOULD BE USED TO:
Keep our local libraries in good repair, safe, clean, and accessible
Provide funding necessary to recruit and retain qualified staff
Provide books, technology, and materials
Partner with existing non-profits dealing with food insecurity, mental health issues, domestic violence, and other essential community needs
Maintain an adequate reserve to offset emergencies and unpredictable fluctuations in other income sources (ie, oil and gas revenue volatility)
Support other library services and programs
Potential local funding measure to maintain our libraries
WITHOUT INCREASING THE TAX RATE
The Garfield County Public Libraries are proud to offer a wide collection of books, online resources, technology, free meeting spaces, and diverse programs to Garfield County residents.

A scientific survey, conducted by Magellan in January of 2026, found that respondents wanted to maintain existing services.
